Headquarters Modernization Project
The U.S. General Services Administration Office of the Chief Architect
has initiated an HVAC Excellence Quality Assurance review process
for all major new construction, renovation and preservations projects
including Federal Courthouses and Federal Office Buildings, to
assure the designs are in compliance with their standards.
Syska Hennessy Group provides professional engineering services
in support of the GSA’s HVAC Excellence Quality Assurance
Program under an indefinite delivery/indefinite quantity prime
contract. In this capacity, Syska has developed the mechanical
and electrical engineering design criteria and standards for all
GSA projects, recently published in the PBS-P100 Facilities Standards
for the Public Building Service.
The actual review process begins at the initial concept stages
and continues throughout the project until the design work is completed.
The detailed quality assurance procedure includes review of: system
selections, energy performance, drawings, specifications, narratives,
HVAC load calculations, air and water distribution sizing calculations,
and equipment selections. Syska also provides independent verification
of calculations for advanced or innovative designs by providing
advanced computer simulations and modeling.
Quality assurance reviews are documented in a comprehensive report
written for the benefit of the engineers and architects, as well
as the executive management and stakeholders. The written reports
are augmented with regular meetings with the design team and client,
site visits, and inspections, to assess progress. The program’s
success in increasing client awareness of engineering issues has
made a strong and positive contribution to the GSA’s commitment
to life cycle building performance.
